Great booklet for the 170th anniversary of the first French postage stamp

  

This superb booklet commemorating the 170th anniversary of the first French stamp is composed of:
1- an explanatory sheet from the finance administration with a postmarked stamp "11/02/2019" and the sheet number: 4261/6000.
2- In the 6th row from the bottom and in the fourth column from the left, there is a tête-bêche stamp.
This sheet is identical to the printing plate number 2 from 1849.
